Under the general direction of the Staff Services Manager I (SSM I) of the Training, eLearning, and Development (TED) Unit, the Associate Governmental Program Analyst (AGPA) serves as the Learning Management System (LMS) Administrator/Coordinator for the California Department of Tax and Fee Administration (CDTFA). The AGPA performs the more responsible, varied, and complex technical and analytical staff services assignments related to the administration, configuration, and support of CDTFA’s enterprise LMS (Cornerstone). The incumbent ensures the LMS operates efficiently and securely, manages user data and permissions, and supports compliance with statewide and departmental training mandates.

The AGPA collaborates with subject matter experts, trainers, and program managers to maintain a centralized training catalog aligned with workforce development goals. The incumbent generates analytics and reports to monitor training participation and compliance, and provides technical assistance and training to learners, supervisors, and TED team members. The AGPA may also develop user support resources and facilitates training sessions to enhance system use and learner experience. The position plays a key role in supporting mandatory training, professional development, and strategic workforce initiatives.

Travel may be required at a minimum of 10% of the time.

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.

Currently, per the California Budget Act of 2025, all California Department of Tax and Fee Administration salaries are subject to the provisions of the State of California’s Personal Leave Program.

Working Conditions

  • Position may be located in a high-rise building.       
  • Standard office environment.
  • Requires being in a stationary position, consistent with office work, for extended periods of time.
  • Daily use of a personal computer, office equipment, and/or telephone.
  • Must be able to move/transport materinforials  weighing up to twenty (20) pounds, with or without reasonable accommodation. 
  • Nationwide travel may be required.
  • Telework is partially available.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience administering a Learning Management System (LMS), preferably Cornerstone or a similar enterprise platform.

  • Strong technical problem-solving skills related to LMS functionality, user access, and course delivery.

  • Knowledge of accessibility standards (ADA, WCAG, Section 508) for digital learning content.

  • Ability to manage and analyze training data, generate reports, and provide insights for compliance and workforce development.

  • Experience with course and catalog management, including uploading, testing, and publishing various training formats.

  • Strong communication and collaboration skills, especially when working with subject matter experts, trainers, and leadership.
